I need a class 3/4 hitch receiver for a 1999 Toyota Camry. It will be used to carry an Apex Rage Powersports SC400 . It will carry a mobility scooter.

I do have an option for you but the highest rated trailer hitch receiver they make for a 1999 Toyota Camry is a Class II, to my knowledge. I would be very skeptical that a Class III or IV exists due to the size of the vehicle. For a Class II trailer hitch with a 1-1/4" receiver tube opening I recommend the Draw-Tite Trailer Hitch Receiver part # 36336. This trailer hitch has a 300 lb tongue weight (TW) rating however, the vehicle is likely lower and if that is the case then this will need to be the figure you abide by.
The only way to gain a 2" receiver tube opening on the back of your Camry would be to use an adapter like part # HTAD but please keep in mind that this will reduce the tongue weight capacity of the hitch/vehicle by 50%. Therefore, I recommend loading the scooter on a trailer and towing it behind your vehicle assuming it is allowed because there is not going to be any feasible solution to use the carrier you are referring to.
If you want an idea of what kind of trailer will be capable of this I recommend checking out something like the Detail K2 Mighty Multi Utility Trailer part # K2MMT4X6. In order to use this trailer or one similar you will still need the above trailer hitch but you will also need a wiring harness part # C55358, ball mount part # 36061, and hitch ball part # 19257.
