The green light on the Voyager brake controller # 39510 should come on as soon as you plug the trailer into the vehicle. If it does not come on at all, this indicates that you either have some corrosion inside the trailer or vehicle plugs that is causing a short, or you have a loose power or ground connection. Check the plugs on both sides of the setup for any white or green corrosion. If you see any, clean the plug thoroughly or just replace it.
If you don't see any buildup in either of the plugs, you will want to check the connections of the black and white wires. The black wire should be run to the vehicle positive battery with a 20 or 30 amp circuit breaker in line, and the white wire should be attached to the negative battery terminal. If you used a plug-in brake control wiring adapter, check the wires to make sure none are loose on their pins.
The red light will come on in two cases. First, it will turn on if you use the manual lever on the front of the brake controller. This lever will send the full brake signal, no matter when it is pulled. When you just use the vehicle brake pedal, you are not going to see the red light until the vehicle is going 25mph. This is the required speed for the brake controller to actually engage when in motion. If you do not see the red light when your vehicle is parked and you press the pedal, this is normal.
If you could provide the year, make, and model of the vehicle I would be glad to make some additional suggestions for you. You can view the installation instructions for the Voyager controller at the included links, as well as some additional information on wiring a brake controller in general and some tips on running a diagnostic on the controller itself.
