To tow your 2009 Jeep Wrangler using the Roadmaster Sterling tow bar you simply need a compatible base plate kit. There are a variety of base plate kits you can use but it all depends on what kind of front bumper you have.
The Roadmaster MX Base Plate Kit # 1429-3 comes with removable arms and fits the standard factory bumper. If you do not have the standard factory bumper then let me know what you have and I can make a different recommendation.
I can't tell from your picture if you already have standard safety cables or not. If you don't then you also need the Coiled Safety Cables # RM-643 which are 68" long, have a 6,000 lb weight capacity, and feature a coiled design to keep them off of the ground.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. Let me know if you do not have some parts and I can make some recommendations for you.
Be sure to check your owner's manual for any specific instructions on flat towing.
