I just acquired one of these demco 5th wheel 21k hitches. My truck is a 2015 f350 diesel engine 4x4 short bed wirhout factory pucks. I have a bandw turnover hitch on the truck currently. My question is will the mounting kit work with my turnover ball hitch or do I need to make my own brackets?

The Custom Installation Kit # DM8553000-12, which is confirmed to fit your 2015 Ford F-350 short bed, uses the same mounting locations as the B&W Turnoverball Gooseneck Hitch # BWGNRK1111 so one will need to be removed to use the other. This isn't very practical and new hardware would need to be used every single time either hitch is installed.
Typically we would recommend the Demco 5th Wheel Base Rails Adapter # DM6140 but that won't work with the Demco Hijacker SL Series # DM6076SL-21K because it uses a unique mounting style that is not compatible with the adapter.
If you really want to use the Demco Hijacker SL Series # DM6076SL-21K then you need to remove the B&W hitch, but I recommend selling the Hijacker and putting that money towards the B&W Companion Slider # BWRVK3400. This is rated for 20K and fits directly into the gooseneck hitch already installed on your F-350. Not only are B&W products made in the USA, they are also considered by many to be some of the best hitches out there. This is backed up by their limited lifetime warranty.
