I have a 1994 Chevy 1500 step side that has a roll pan , was looking for the best tow hitch for that set up.

The best hitch option for your 1994 Chevy 1500 C/K step-side pickup with a roll pan bumper is the Curt 2-inch hitch # 13942. I confirmed with my contact at Curt that this hitch will work fine with your bed and bumper style. It is rated for 5000-lbs trailer weight or 8000-lbs if weight distribution is used.
For wiring you can use 7-way kit # 20023 or 4-pole kit # 118315.
