The two hitches that are a fit for the 2017 Buick Regal, the Curt # C12115 and Draw-Tite # 36538 are extremely similar; both are Class II rated with a 1-1/4 inch receiver and are bolt-on installations. The biggest difference is that the Curt hitch requires stabilization straps # 18050 when using accessories such as a bike rack or cargo carrier in order to maintain the warranty.
The Draw-Tite # 36538 does not have the same requirement and since the owner's manual of your Regal states that a trailer should not be towed, that means you would only use the hitch for accessories so I recommend going with the Draw-Tite.
