Do the mirror ex. have a bar on the inside with a soft fabric that that keeps the back side of original mirror from being scatched.

Yes, the Cipa Custom Fit Towing Mirror, # 11602, passenger side, and # 11601, driver side, come with a protective soft strip that goes between the wedge and the factory mirror to protect the factory mirror from getting scratched. I have made a video for you showing the strip.
These mirrors are designed to fit the 2000 Ford F-150 models that have contour mirrors. If you are not sure of the mirrors you have, take a look at the product page for the Cipa mirrors and scroll down. You will see an image of a mirror. If your mirror looks like the one pictured, then these Cipa towing mirrors will fit.
