Question:
does the license plate light project the light downward, i.e., onto the plate, or is the whole lense light up? I prefer a downward projection/waterproof/submersible type.

The license plate lamp you referenced, part # UL94CB would project the light outward. If you were looking for a lamp that would mount above the plate that would shine downward, I would recommend the Optronics Sealed Rectangular Mini License Plate Light, part # LP91CB.
If used along with the Trailer License Plate Bracket, part # LP25SB and the Two Wire Pigtail, part # A46PB, you will have a submersible license plate lamp that projects downward.
