Curt Lunette Ring - Bolt On - 3inch Diameter - 22,000 lbs. Will this handle a 15,000 lbs. horizontal pull from a winch with a 2 to 1 factor of safety no permanent deformation at 2x load or 30,000 lbs.?

The Curt Lunette Ring # C48510 is rated for 25,000 lbs weight capacity. It is not rated to stand up to 30,000 lbs so it could fail.
To handle that capacity without deformation or issue, I recommend the Curt Lunette Ring - Stud Mount - 3" Diameter - 45,000 lbs # C48530 or the Curt Lunette Ring - Flat Plate Mount - 3" Diameter - 60,000 lbs # C48560.
