For your 1999 Subaru Outback Wagon, you can mount the Vista XL Cargo Box, item # SR7018, as long as your factory cross bars are no larger than 3-3/4 inches in diameter.
A similar box that is confirmed to fit your vehicle is the RocketBox Pro 14, item # Y07192. I would recommend this box for its ease of installation and removal, compared to the Sportrack model, see video review.
With either of these boxes you will need to stay within the 100 lb weight limit of the roof on your 1999 Subaru Outback Wagon, which includes the box and all of its contents.
