Yes, the Chicago Bulls NBA Hitch Cover # OHCC2203 includes a plastic clip to hold the cover in the 2-inch hitch. The clip sides engage with the hitch pin hole in the receiver tube to prevent the cover from dropping out but it is not a lock. A lock such as # e98880 will make it impossible for a thief to remove the cover.
