Front Hitch and Bike Rack for 2007 Toyota Tacoma Towing Camper

Question:
I want to add a bike rack for 2 ebikes to our set up. Here is what we have: A Toyota Tacoma 2007 with a 2inch receiver hitch welded onto the frame It looks factory and has a Toyota cover. A Tear trailer that weighs approx 1200 lbs, tongue weight of 200-225 lb. 2 Pedego Ebikes that weigh approx. 50 lbs. without batteries 60 with. One cruiser Interceptor and the other Mtn. bike Ridge Rider styles. How can I safely accomplish adding a bike rack? Looking to purchase bike rack MAYBE a Saris Superclamp EX 2bike rack. OTHER SUGGESTIONS? I THINK I would need to add: 1 dual 2inch hitch receiver see 1a below 2 Lock/ stabilizer for dual hitch Saris wants this to be non vibrating or it voids their warranty 3 tongue extension of approx 36inch so we dont crunch the bikes on corners 4 lock for extension bar 5 bike rack for 2 Ebikes each a bit under 60 lbs. 6 4-5foot extension for brake wiring. * 1a Saris includes an adapter from 2inch to 1 1/2inch for all of their 2 bike racks. They prefer that the adapter to go into the hitch receiver 4inch to give it stability. I cant find any way to make this happen as all of the holes on receivers are pre-drilled closer to the front end of hitch receivers. Can you find one that measures closer to 4inch on the top receiver? Can we drill another hole without compromising the strength too much to hold up the bikes? Anything else? I want to do this safely and legally, can you help with suggestions and part numbers? I have included a photo of a drawing in hopes it might make things more clear. Many thanks.

I have a different solution that I think may be just what you need.
What I would recommend is a front hitch like the part # 65070 which is confirmed as a fit for your 2007 Toyota Tacoma so that you can install a hitch out front and not mess with the interference and capacity issues out back.
Then for a platform rack designed for the heavier E-bike I'd recommend the Swagman bike rack part # S94FR which has a capacity of 70 lbs per bike.
