Will the Hopkins 46255 Power Taillight Converter be compatible with my 2007 Toyota RAV 4? I am replacing an existing module that is shorted out.

Yes, you could wire in the part # 46255 to replace the broken module of the trailer wiring for your 2007 Toyota RAV4.
For the money it might just be easier to buy the # HM11143445 which is the custom fit harness for your vehicle.
