regarding size listed for roof cargo basket cargo nets . are these unstretched measurements? I need a net that will fit 52inch by 40inch rola basket.

Yes, the cargo nets we offer such as Curt # C18201 are measured unstretched. This particular one measures 38 x 65.
Keep in mind that the size of net you need depends as much on your cargo as on the basket. For example, if you're transporting flat items that remain within the enclosed volume of the basket a smaller net might provide the snug fit you want. If you were to have tall cartons placed in the basket you might need a larger net to accommodate their height.
