I have the Hollywood Racks Over-the-Top 2 Bike Carrier for Vehicles w/ Spoilers - Adjustable Arms - Trunk Mount Item # HRF2. Are all four cradles supposed to be able to be moved? I can move the two anti-sway cradles, but the cradles for the front of the bikes will not budge. It doesnt make much sense to be able to move one, but not the other because then the bike does not line up properly on each cradle.

In this case, you'll need to replace your Hollywood Racks Over-the-Top 2 Bike Carrier's (part # HRF2 ) anti-sway cradles with part # HR745AS. I contacted Hollywood Racks directly, and they confirmed that the cradles are not intended to move after they are installed onto the carrier.
I recommend replacing them because they may move during transit and can potentially damage your bike or vehicle.
If you need the regular cradles for the rack as well, they are part # HR740-P.
