What is the screw and nut arrangement when car has only two top screw holes?

I have had several vehicles that only had attachment points on the top (and 1 that only had them on the bottom for some reason). Basically, you will use the machine screws, put them through the holes in the cover and license plate that are NOT used for mounting the plate to the car. Use the included nuts to secure the screws. Then you would just use the mounting screws that match your vehicle in the other two holes.
