Economic Priced Bike Rack Recommendation That is Stable and Doesnt Sway

what can I do to prevent so much sway and movement with the rack? the rack seems very loose with or without bikes attached...seems unstable.

I wish there was an easy solution for that, but with the more economically priced racks like the Swagman Titan # S63400 you have is one of the things that allows it to cost less is the lack of stability in the moving parts of the rack.
It's pretty hard to make a bike rack that can tilt up and down when needed without adding extra movement in the rack. That's one of the reasons you have to pay more for the rock solid racks.
