Naked roof cargo bag. We will be taking a long trip. Will there be wind noise using a cargo bag on a naked roof?

Adding anything to the roof of a vehicle is going to increase the drag and therefore the wind noise. There really isn't a way to avoid this.
For a roof bag I recommend a Rightline bag. I've linked our selection of them for naked roofs like you have on your 2017 Ford Fusion. The 15 cubic foot Sport 2 # RL100S20 is a great size for your car.
You also might like the Car Clips # RL100600. With these clips you won't need to run the straps of the bag inside your Fusion.
