I watch your video on how to install C11418 receiver on Mazda Cx-3. I understand that bumper support arms has to be remove and can not put back in place. Whats going to support the plastic bumper to prevent from moving?

With Curt hitch # C11418 installed on a 2016 Mazda CX-3 the lower fascia is still attached elsewhere on the vehicle and it will also be resting on top of the hitch receiver. There isn't room to replace the brackets that were removed to install the hitch.
It does not appear to be an issue with Draw-Tite hitch # 24933 and I have linked that video for you as well.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
If you go with the Curt hitch then Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
