I do have a solution for you, however the Draw-Tite 7 Inch Weld-On Bracket Kit # 4907 referenced in your question is designed for installing the Draw-Tite Class V Ultra Frame Service Body Trailer Hitch # 41990 onto heavy-duty, commercial vehicles. I cannot recommend this trailer hitch for your 1981 El Camino as it is designed for use on service body vehicles.

I instead recommend the Curt Trailer Hitch Receiver # C12005. This is a Class II trailer hitch that is custom fit for your vehicle and has a maximum gross trailer weight capacity of 3,500 pounds. Some drilling will be required during installation and I have attached the installation details for you to look over. I also recommend checking the towing capacity of your vehicle to ensure you are not exceeding its limits.

To install a 4-pole trailer connector in your El Camino to power your trailer's signal lights, you can use the Tekonsha 4-Pole Hardwire Kit with Circuit Tester # 18252. I have included a video review and the installation instructions for you to check out.

Then for a ball mount, I recommend looking at the Curt Class II Drawbar # C45520 with a 3-1/8 inch rise. I have also attached a link to our available ball mounts as well as an article that explains how to choose the correct one.
