I have a 2013 Silverado w/HD hitch. I measure the outside at appox. 2 1/2 inches, which means the locking bolt included in the $50 plus kit will not work. So Im guessing for an additional $20 I need to get the #7683 to make it secure ?. I understand your not Harley Davidson but for that price you would think they could make the bolt a 1/2 longer and add a few threads so it would fit most HD hitches.

You are correct. The usable length of the pin included with the Harley-Davidson Motorcycles Black Logo Trailer Hitch Cover, part # HDHC14 is 2-1/4 inches. With the measurement of 2-1/2 on your trailer hitch receiver the included pin will be a little short.
I recommend using the # e98880 to secure the hitch cover as it has 2-5/8 inches of usable length which would be enough for your receiver.
