To clean the weld nuts to install the Draw-Tite Class II Trailer Hitch Receiver # 36336 you'll need a thread tap the same as the M10 fasteners which is 10 mm by 1.25 inches. I've attached a help article and video about cleaning weld nuts that you might find helpful as well.
