I need to purchase new rails for my tonneau cover and I was wondering if these rails come with the latch system to lock the tonneau cover in place just wasnt sure if I needed to buy the latch system as well as the rail

The latches do not come with the rail assembly part # TX2459-DS that you referenced. If the cover was made before February of 2011 you would need to replace the cover as there are no longer part, however if they were made after that month you would need part # TX1117755.
