Do you think using 3 of theses S64700 with bikes secured to a board what size recommended 2inch x 10 or 12inch or? would create an imbalance or tipping issue in a 2008 Chev SIlverado?

If the board were secured to the truck bed in some fashion then there should not be a stability problem using # S64700. But that is not really going to be necessary because there are bike racks that are made to be used in a truck bed.
For example if your 2008 Chevy Silverado does not have the cargo management rails on the bed sides you could use Topline rack # UG2500-3 for 3 bikes and you would not have to remove any of the bike wheels.
Or if you want a fork mount you could use the Swagman Patrol # S64701 which comes with mounts for 2 bikes but a third can be added using # S62FR. Both of the above options require no drilling for installation and they are going to be much more stable than fork mounts attached to a board.
