Does the Curt Hitch C14009 Not Attaching to Truck's Bumper Affect Strength of Hitch/Bumper

2015 GMC Sierra 2500 HD 4X4 , I read the customer review about the step bumper possibly being damage due to fitment issue, please address the issue. Thanks

I spoke with my contact at Curt about this and here was his response:
All of our hitches are tested to SAE J684 standards. Hitch # C14009 is not an OEM style hitch, thus it does not use the truck bumper for support. The OEM hitch uses the bumper to support the hitch. The hitch does not support the bumper.
