What length rubber tarp tie down will stretch and be tight for a 36inch length?

This answer could very much depend on your definition of the word tight. For holding a tarp at 36 inches length, I'd recommend using a bungee that is shorter, but many don't give confirmed stretch lengths. Master Lock TarpLok Bungee Cord w/ Secure Hooks - 24 inches long, # 3028DAT, states its stretched length is up to 36 inches. This particular bungee has the secure locks that keep the cord in place even when not under tension.
Not all bungee cords even of the same length when unstretched have the ability based on design to stretch the same lengths, and many cords don't give their stretched dimension. I would normally suggest a 30-32 inch strap to hold a 36 inch length, but I think the Master Lock TarpLok 24 inch long, # 3028DAT is your best choice as it is a confirmed fit under tension for the length you stated.
