Will the above come with ALL that is needed to mount in a Toyota 2007 tundra 6.5 bed with double cab. Would the RP30035-197 work as well as the RP30035-309?

The correct Reese fifth-wheel installation kit for your 2007 Toyota Tundra with 6-1/2 foot bed is the Reese Universal Base Rails and Installation Kit with Spacers, item # RP30035-309. This kit includes the Reese 5th Wheel Spacer Kit for Toyota Tundra, item # RP58309, and is designed for the 2007 And Newer Toyota Tundra 6.5 foot & 8 foot Beds, the Crewmax 5.5 foot Bed requires a Sidewinder Pinbox Coupler also.
This kit will include all of the hardware needed to install base rails for a fifth-wheel like the Reese Fifth Wheel, item # RP30051, that you referenced in the bed of your truck.
The Reese Universal Base Rails and Installation Kit w Spacers, item # RP30035-197, is designed for the 2000 - 2006 Toyota Tundra Models. So it will not work on your 2007 Model. The spacer kit, item # RP58197, is different for these model year trucks.
