If your 2013 Volkswagen Tiguan has the factory crossbars that run side to side then there are many kayak carrier options that will fit. I have included a link to the options for you.
The J-style carriers such as the Yakima JayLow # Y04073 are very popular and are easy to use. I have linked a video review of this carrier for you. Be sure to check with your owner's manual and/or Volkswagen for the roof rack/roof capacity prior to loading.
If your Tiguan has the side rails that run front to back but no crossbars you will first need to install crossbars before you can use any of the carriers in the link. For an economical roof rack you can use # SR1098.
