Does anyone make a leg trailer tongue jack 1200# or better that bolts on via a plate, does not swing up and the foot be changed to a wheel visa versa?

Sounds like you are looking for a Bulldog Round Jack # BD170205. This jack has no mount or foot plate for the ultimate versatility. This jack has a lift capacity of 5,000lbs and a lift of 15 inches.
You can buy the weld on mount # BD500339 and a foot plate # BD018098. or wheel # JC-102 to transform your standard jack to a rolling with the ease of just a snapper pin. I have linked a video for you to see just how easy it is. It's important to know that you will be limited by your lowest rated part. The wheel I recommended is the heavy duty version but still meets your 1,200lbs requirement.
