What is the Purpose of the Shims that Come with the Bak Revolver X2 Tonneau

Question:
It is somewhat unclear if I have to remove the spacers on the rails that are factory revolver x2 installed. after readjusting the clamps higher on the rails I was able to get the cover to fit better, but it is still is very tight, not sure if I should remove the cover and remove the spacers?

I spoke to my contact at BAK and his response was:
Shims are on there to make the rails sit flush on the bed rails and make them narrow enough for the cover. If they are interfering then they can remove them or relocate them to where the rails are sitting flush and narrow enough to have the cover secure.
