Draw-Tite trailer hitch # 41116 for your 2006 Lincoln Town Car does require removal of the dress panel for hitch installation.
On 2003 & Later Lincoln Town Car, it will be necessary to relocate passenger side exhaust hanger bracket as follows: Unbolt hanger bracket from vehicle frame. Remove rubber hanger from hanger bracket and tail pipe bracket. See Figure 2. Rotate rubber hanger and reattach to hanger bracket as shown in Figure 3. Do Not reattach to tail pipe bracket at this time. Discard existing exhaust hanger bolt. Then as the last step reattach exhaust hanger bracket as shown in Figure 3. All of the trailer hitches for your Town Car will have the same or similar requirements for installation.
If you plan on doing some towing I recommend etrailer ball mount kit # EBMK4EL. It comes with an extra long ball mount, interchangeable ball set, a hitch pin and clip, and a storage bag.
For trailer wiring you have some options. You could use a harness such as # C59496 that requires splicing into the vehicle wiring. Or you could use zero contact interface harness # 119250KIT with wiring kit to avoid having to cut into the vehicle wiring.
