On your Prodigy brake controller # 90885 the display readout of a zero and a nine (0 9), either steady or flashing, indicates that the controller senses a connected trailer but loses it's connection to the tow vehicle battery ground. This is shown in the linked instructions.
The ground wire from a brake controller should be connected directly to the battery's negative (ground) terminal. This solid secure ground connection is critical for the controller's proper operation. Check that the white ground wire at the back of the controller is securely connected and follow it to the engine compartment where it connects to the battery negative terminal.
