Comparing Hitch Location Relative to Bumper for 2015 Subaru Forester

Why is it that some of the after-market receivers for the 2015/2016 Subaru Forester come out to back end of the bumper, while some are ~3-4 inches under the bumper? My neighbor and I both have a 2015 Subaru Forester I just purchased mine and the end of his receiver is flush with the bumper, while mine is about three inches under the bumper. Is there a difference in the receivers brand, model, style, or are there differences in the bumper within the different types of Forester Premium, Limited etc.? I have a cargo carrier that I used with my old vehicle, but the receiver on my new Forester is too far under the bumper to the pin to hold the carrier. Thanks!

It's just due to how the hitch was designed. The Draw-Tite part # 75876 does not go all the way out to the end of the bumper but it does stick out further than the Curt part # C13144.
I attached installed pictures of both hitches to show you the difference.
Judging by the design of the vehicle the reason seems to be due to the fact that the vehicle just has a pretty large distance from the frame to the furthest edge on the bumper.
