Green light on controller is on when no trailer attached. Suggestions?

The green light on the Voyager brake controller # 39510 means that it is sensing a trailer; specifically that the circuit to the brake magnets on the trailer is completed. When you see that green light without a trailer connected then the controller is sensing power draw from somewhere else.
The most likely culprit is a dirty or corroded vehicle side trailer connector. Corrosion can cause a short and make the controller think that a trailer is connected. Make sure that the connector is clean and free of corrosion inside, where the wires attach, and outside on the pins. Moisture could also cause this issue so to repel moisture and corrosion I recommend using dielectric grease # LT37534 on the connectors' pins.
The brake controller also needs to be mounted within the range specified in the instructions and not tilted or turned to the side. The leveler knob on the left side of the controller will also need to be in the proper position (straight up and down).
There are additional ways to test the controller. In the truck cab you will need to sever the blue wire several inches from the back of the controller. Then use a circuit tester such as # PTW2993 to test the end of the blue wire coming out of the controller. It should only have power when you apply the manual override. If it shows power at idle, then there is something wrong with the controller and it will need to be replaced.
If it tests fine then reconnect the blue wire. You can test the brake output pin and it should only show power with the manual override. If it shows power any other time then there is a short somewhere between the connector and the brake controller you will need to track down.
