The Curt Class I hitch # C11220 is a light-duty 1-1/4-inch hitch with a maximum tongue weight (TW) capacity of 200-lbs. TW is the downward force placed on a hitch by either a trailer or from an item such as a hitch-mounted scooter carrier. Most scooter carriers available are intended for vehicles with a 2-inch hitch, such as the Flint Hill Goods 29" x 49" Carrier w/ 60" Ramp - 2" Hitch - 500 lbs # FHG69ZR, but only 1-1/4-inch hitches are offered for your 2003 Elantra.

If you happen to have a Class I compatible 1-1/4-inch carrier and chair that together weigh no more than 200-lbs then you could use Curt hitch # C11220. With this hitch you'll need to add their stabilizing strap # 18050 to help support the load (this is a requirement for their warranty).

For example, Curt 20 x 48-inch cargo carrier # C18110 is compatible with a Class I hitch. It weighs 30-lbs so if installed in a Class I hitch you would be able to transport up to 170-lbs. The thing is that this carrier does not have ramp for loading your chair.

Hitch adapters like # HT5R do exist and these allow use of a 2-inch accessory in a 1-1/4-inch hitch, however ALL adapters reduce your hitch capacity by 50-percent so this is not a viable option in your case. A different vehicle that can accept a 2-inch hitch will make scooter transport much easier.
