How to Bench Test a Brake Controller

Question:
I have the Tekonsha Voyager munted in a 95 f250. It was in the truck when I got it. It is plugged into the wiring harness and I see 12 VDC on the blk wire going in as well as on the red when I depress the brake pedal. I do not see any power on the blue wire when depressing the brake. Should I? I do see the green LED light up when I place a test light between the blue wire and gnd. Any help is much appreciated.

The Voyager is a proportional controller, so it will not output voltage to the trailer brakes when you press the brake pedal unless the vehicle is moving. You should see output on the blue wire when you hit the manual brake switch, though. Are the trailer brakes working?
