My truck only has two holes not 3. Is it ok to install w only 2 bolts each side???

For a front mount hitch for your 2003 Ford Expedition you would want the Curt hitch part # 31352 and not the # 65043 that you referenced as the Curt has been designed to fit your vehicle and the # 65043 has not.
I attached an install video that shows how the # 31352 will install. You will need to use all three mounting holes. 4 of the holes will be behind tow hooks so that is why you may think you only have two holes.
