Would the same towing package that is recommended for the 2012 Range Rover Evoque work also for the 2013?

The Curt hitch part # C13128 that you referenced has been confirmed as a fit for both a 2012 and 2013 Land Rover Evoque so it would work well for you. I attached an install video for you to check out as well.
For wiring you would use # 118624. The wiring will not interfere with the operation of the camera or sensors.
To complete your towing set up I recommend the etrailer ball mount kit # 989900. It includes 2 ball mounts, 2 balls, a hitch pin with clip, and a carrying bag.
