I have a 2013 Honda CR-V with a 1.5 inch hitch. I want to buy a trailer that lists a 2inch hitch. Does the trailer connect outside the car hitch?

Your 2013 Honda CR-V can be equipped with any of three different classes of hitch, Class I, II or III. These differ in their towing capacities and sizes. Both Class I and class II hitches have a 1-1/4-inch receiver opening while a Class III hitch has a 2-inch receiver. For more on this you can refer to the linked articles on hitch sizes and classes.
It is important that both your car itself, and your hitch, have enough capacity for the trailer you intend to tow. If the maker of your trailer suggests a 2-inch Class III hitch receiver be used to tow it, then it is quite possible that a 1-1/4-inch hitch will not be enough. You'll want to check your CR-V owner's manual for its towing capacities - both its tongue weight (TW) and its gross trailer weight (GTW) ratings should be noted in your manual or be available from your local dealership.
A towing set up will consist of the hitch that mounts to your car, such as Class II hitch # 36520, a ball mount that slides into the receiver opening, such as # 36051, and a hitch ball of the size required by the trailer's coupler. I think in your case the trailer manufacturer may be referring to a 2-inch hitch ball like # 19258. Along with these items you need a wiring harness to operate the trailer's lights, part # 118561, which is an easy plug-in installation as shown in the linked video.
