for the 24 x 60 500lb cargo carrier 2015 Forester, is there an accessory that allows bikes to be carried on the cargo carrier?

There are indeed options that would let you carry a bike or two on a cargo carrier like the Pro Series # 63153.
If removing the bike's front wheel doesn't bother you, the Swagman # S62FR would be an excellent choice for bikes with a 9mm skewer diameter, and would allow you to carry a bike on your carrier. Want to carry two bikes? You'll need another # S62FR, and alternating the directions the bikes face is recommended.
Installing wheel hoops like part # CC-125 would also work well, allowing you to carry two bikes (you'll need to use a 60 inch wide carrier).
