Is the backup camera waterproof where you could mount it on your boat trailer for backing down the ramp where it is difficult to see?

No, the camera # HM50002 is not waterproof meaning it cannot be submerged under water. I recommend using the Swift Hitch wireless camera # 04928. You could mount it up higher so that it does not get submerged. I have included a couple of links on this camera system for you.
