I have a 2004 chevrolet 1500 Z71. Can I install the 199-6 base plates myself and do the plates come with instructions?

Yes, this is something that anyone with basic mechanical skills and a torque wrench can install a set of base plates. They do include instructions with a complete of bolt torque requirements, and there are only about 10 steps total to complete the install.
