If your 2014 Fiat 500 has the spare tire option you will only need to temporarily lower the tire to install Curt trailer hitch # C11363, which you referenced.
If you plan on doing some towing, you will also need a ball mount, hitch ball, and wiring. For a ball mount # 3593 you can use the 1-7/8 inch diameter ball # 19256 or the 2 inch diameter ball # 19258. For trailer wiring, use # 118546.
