It looks like your Valley 5th wheel hitch installs in industry standard above the bed rails. For your 1997 Ford F-150 short bed you can use Curt custom installation kit # C16437-204. Using this kit means that you will not have to drill into the truck frame for installation. And the rails will accept a Valley hitch that fits in above the bed rails.
You can also use the universal kit # RP30035 but drilling into the truck frame is required. It will not fit if you have a SuperCrew model.
