Can the spare wheel on the 2007 subaru tribeca remain on the undercarriage when a hitch mount for a bike rack is installed? Also the bumper cover is in place too, can it still be installed? The attachment is the bumper guard, wondering if it needs to be modified to install the hitch with the spare wheel in place as well.

To install Curt trailer hitch # C13046 on your 2007 Subaru Tribeca you will only need to temporarily remove the spare tire from under the vehicle. After the hitch is installed, you will put the spare tire back where it was.
There is no mention of having to trim anything on the vehicle to install the hitch. I have linked the instructions for you so you can see what all is involved in the installation. The receiver will be the only part visible once install and will be directly below the rear fascia on the vehicle.
You mentioned using a bike rack but if you ever plan on doing any towing I recommend etrailer ball mount kit # 989900. It comes with 2 ball mounts; one with a 3/4 inch rise or 2 inch drop and one with a 2-3/4 inch rise or 4 inch drop. It also includes a 1-7/8 inch ball, 2 inch ball, hitch pin with clip, and a storage bag.
If the ball mount kit does not have the right rise or drop to tow the trailer level, use the link I have included to the right that explains how to measure to choose a ball mount to tow the trailer level.
And for trailer wiring you would need # 118461.
