I bought a westin 40-1605 guard and was wondering what hardware kit including the brackets would fit both the 2001 Chevy Silverado and the guard with no welding needed.

There is no way to modify the # 40-1605 to fit your 2001 Chevy Silverado. The grille guard and the mounting hardware is designed specifically to fit 2005-2013 Toyota Tacomas. Unfortunately you can't just take the hardware from a different grille guard and use it to allow it to be installed on a different vehicle.
The only option you have would be to install the Westin Grille Guard part # 40-0185 on your 2001 Chevy Silverado as it has been confirmed to fit your vehicle.
