The actual physical items that are included in what is called a "tow package" can vary among auto makers and even across vehicle models and production years. A trailer brake controller is not necessarily included in a vehicle that is equipped with a "factory tow package".

But in the case of your 2006 Silverado Z71 with tow package you need to add only the brake controller itself and the wiring adapter to connect it to the truck's under-dash port.

This unit offers easy set-up, built-in diagnostics and automatic leveling. Since it is a proportional-type controller there will be no time delay between stepping on the brake pedal and activation of the trailer brakes. Also this unit, unlike many factory OEM types, works with both electric and Electric-Over-Hydraulic (EOH) trailer brakes. This controller will help save wear and tear on both the tow vehicle's and the trailer's brakes.

You will use wiring adapter # 3015-P to connect the P2 to the under-dash port on the truck. The linked video illustrates this process and the location of the port. As long as your Z71 has a factory 7-way trailer socket you will be all set to tow trailers with electric or EOH brakes.
