The rough-in measurement is the minimum distance you'll need from the wall to the center of the flange on which the toilet will sit. To measure this distance without uninstalling your current toilet, the mounting bolts on the side will typically tell you where the center of the flange is. You may want to triple check if your toilet has an offset flange or 4-bolt mounting style.
