I bought a used Leer 100XQ that came with the Thule racks, but the previous owner had lost the key. I ordered a replacement key from etrailer and now they are locked securely to the roof tracks.

The key worked perfectly. I bought a BMW X3 with a ski rack but no key. The replacement key unlocked the rails and I was able to remove the rack.

I bought a used 2017 BMX X3 from a dealership and they didn't have a key for the roof rack. They claimed to have ordered it for me at closing. After 6 weeks of emails and phone calls I finally gave up and ordered a replacement key from etrailer.com. Within 4 days, I received the key in the mail, opened the roof rack, and I am good to go. Replacement Keys for BMW Factory Roof Rack
Most of the BMW factory roof racks are made by Thule, so their replacement keys will work on their mounting feet. There should be a number stamped right onto the lock core itself (or if you still have a key the number will be there as well).
