I believe I have a better solution for you to allow you to carry a bike rack and flat tow your 1997 Jeep Wrangler. I would recommend you get a dual hitch adapter like a Roadmaster Dual Hitch Receiver Adapter # RM-077-4. You could then use your tow bar on the lower opening and then carry a bike rack on the top opening.
